Second District officers are happy to collaborate with Ms. Jowan Smith of “1,000 Ties.” Officers met with Ms. Smith to begin a partnership between officers and young people in the community to enhance life skills in our youth like learning how to tie a tie, while increasing dialogue between officers and the community.
