Congratulations to Dispatcher J. Barbara Harper of the Cleveland Division of Police, Bureau of Communications and Property Control, on receiving the Lifetime Achievement Award from NICE as part of the 2025 PSAPs’ Finest Awards!

Barbara’s career and commitment to service began in August of 1993. Since then, she has continued to truly embody this honor, and we are proud to celebrate her incredible achievement.

For two decades, these awards have recognized the dedicated professionals who are the backbone of emergency response—and Barbara stands as a shining example of that commitment.

We provide funding for youth and community outreach programs, community policing and engagement initiatives, safety & crime prevention programs, and support the members of the Cleveland Division of Police to help them better perform their duties. Contributions to the CPF are tax deductible under section 501 (c)(3) of the IRS Code.

The Cleveland Police Foundation funds youth and community outreach programs, community policing initiatives, crime prevention and safety programs, police charities, support for the members of the Division of Police to help them better perform their duties, investment in advanced education and training, and funding for specialized equipment and technology.
