New Chief Administration Officer/Controller

Kathy Heigle assumes Foundation’s administration leadership after Rick DeChant’s retirement at the end of 2023.

Kathy Heigle has been appointed Chief Administrative Officer/Controller of The Cleveland Police Foundation (CPF), according to Dick Clough, CPF president.

“Prior to Heigle’s appointment, she served as a Board Member,” said Clough. “Her new staff role began on January 1, 2024, upon the retirement of Richard DeChant, Executive Director.”

Heigle is currently a Strategic Project Manager for Hyland where she has worked since 2019. Heigle previously served in leadership roles on the Boards of Community Assessment & Treatment Services (CATS), Inc. and Joseph’s Home, a ministry of the Sisters of Charity Health System. Prior to Hyland, Heigle held strategic management positions for GOJO Industries in Akron and Victory Capital Management in Cleveland.

According to Clough, Heigle will work in partnership with the CPF Board to promote the mission of the Cleveland Police Foundation: to strengthen the bonds between the Cleveland Division of Police and the citizens it serves to make our city safer for all.

The Cleveland Police Foundation is a recognized 501 (c) (3) and all contributions are tax deductible. Only 10% of each contributed dollar is spent on administration.

We provide funding for youth and community outreach programs, community policing and engagement initiatives, safety & crime prevention programs, and support the members of the Cleveland Division of Police to help them better perform their duties. Contributions to the CPF are tax deductible under section 501 (c)(3) of the IRS Code.
